It's overhead 3D as in 2.5D somewhat. A very late DOS game that started development mid-1995 toward a early 1996 release but delayed hard into a market displaced outdated late 1997 release. A third dimension is used for occassional airstrikes and air attacks that happen on the player and weapons that can shoot over buildings.

I looked at this title before and wasn't impressed but as you mentioned it and the different view for airstrikes, then I'll go ahead and add it.
