Works might be an optimistic statement.
In Win11 the videos play, but crashes when loading the first level. If you apply wrapper files the videos play without any image, but you can hear the sound. The game also loads, but the performance is horrible and there is graphical glithces.
In a XP VM the videos play with no image, but with working sound. The first level also loads, but there are control issues due to it being played in a VM. Fullscreen works better...
The game is also packaged weird. You have to run the setup from within the game menu. The game will install to C:\Program Files (x86)\AFKARMEDIA\UnderSiege\UnderSiege Gold by default, but the exe wont get carried over. You can copy it from the archive.
With enough tinkering you can probably get the game to behave in XP at least.
