Uninstall everything related to physx.
Install PhysX_8.10.13_SystemSoftware.
Keep in mind that installing the latest Physx or Physx legacy again will break it.
I have not found a way to install this version of Physx alongside Physx legacy and latest. My previously mentioned workaround (see second post) did not work as I thought. Tried with an old benchmark (https://www.geeks3d.com/20130308/fluidm ... -download/) and Physx was not properly accelerated.
As it stands I can only confirm that this works on Windows 10 64-bit
Older operating systems may behave differently. Other installed software may cause crashes. It should work on a fresh Windows 10 install with just this game installed and the latest Nvidia driver (without Physx selected during installation) 431.18 as of this writing.
So my recommendation is to uninstall PhysX_8.10.13_SystemSoftware, and install Physx Legacy and Physx latest when you are done playing this game, as other games require those to work.

Found a solution.
Looks like Physx Legacy don't work on this particular title. Uninstall everything related to physx, might require the original installer if you can't uninstall it from add or remove programs. Install the one that came with the game.
Then work your way up again, installing the earliest version of physx first.

While 9.13 in theory should cover 9.12, i don't think that is really the case.
I don't know exactly what fixed it, but copying d3d9.dll, libwine.dll and wined3d.dll in the game's executable directory seems to have fixed it
"ENG" - copy the file along this path with a replacement so that the game is in English.
Throw the rest into the "release" folder with the replacement content. You can do it in parts
"SteamSlug.exe" - Sobstenno NOCD, for which thanks to the Processor.
"CEGUIFalagardWRBase.dll" - false positive for an argument has been removed.
"PhysXLoader.dll" - Loads the local PhysX from the game folder as appropriate.
"RenderSystem_Direct3D9.dll" - the game icon is loaded into the processes and into the "Alt + Tab" menu. Plus, sync is included for every fireman.
"Problems" is the last try for those who still have problems.
Additional logs are written, some files are filed, etc.
One more point.
If the game still crashes after the ATI splash screen, it may very well be that the Russian keyboard layout is turned on.
