If you'd read the entire linked thread you'd have realized that the settings are contained in the registry.
This is the location:

VideoQuality is the option you want. Double click that option and select decimal as the base (it will auto convert to hexadecimal for you).
Low = 0
Medium = 1
High = 2
Input your desired quality according to the legend above. Hit ok and close the registry editor. This should allow you to get the high option setting.
However I have noticed that if you attempt to change the resolution (to a res such as 1920x1080) in the registry that it will go back to its default of 1024x768. Confirmed by taking a screenshot with Fraps after these settings were changed. If you wanted this to be permanent and actually work, you'd probably have to hex edit the game executable. In contrast, it will keep the setting made to VideoQuality (likely because we aren't changing "VideoQuality" to values outside of its programmed range).
This was tested using the demo.
