Vice City sound problem

There is a buzzing noise in Vice City on my system. (It's a cheap system I built myself from three computers). Specs Motherboard Jetway 630/730 CTF. Onboard video and sound. 800 mhz cpu. (Yes I know I should upgrade. I am disabled and on a fixed income. Maybe later on this year) The only way I have found to get rid of the noise is to turn the sound off completely which detracts from the game. Hoping someone can help. :(
