Why double-pack games?

I'm just curious, but what is the rationale behind double-packing game files?

A couple games that I've downloaded have unpacked to an ECM file, which then must be unpacked using Unecm.exe (included in the archive). One set of Rar files unpacked to a second set of Rar files.

Is there some reason to do this?

Why double rar sets? Original CD scene releases are packed in 15 000 000
bytes chunks. If those were uploaded to popular 4shared, that would mean
awful lot more clicking since 4shared supports max 50 000 000 bytes chunks.
Some people want to have original scene releases, hence double packing.
But recently I've unpacked the images first, used ECM and then repacked them.
