Open up "Config.txt" and enter these two lines at the bottem.

60 as an example

maximum_desired_frame_rate = 61
minimum_desired_frame_rate = 60

This also works with framerates above 60*.

*According to a steam user 100 is the upper limit, anything over and it defaults to 30.
