Beavis and Butt-Head Do U. Rip - Speech Addon / Problems....

Greetings. I'm having difficulty getting the Beavis and Butt-Head Do U. Speech Addon to install. I've got all the files and they unpack fine. Then I go to install it in the command prompt and follow the directions, but I keep getting the following error:

Apparently it does this for every mp3 file because it displays this constantly for a few minutes unless I break it with CTRL+C. I'm assuming the problem lies in the l3dec.exe file since that's what the batch file refers to at that point in the operation. Whether it's corrupted or not, I don't know and I can't find a copy of the file online. Has anyone else had this problem or any suggestions? Thanks.
