Appearantly this is something they just started. No download limits. Just stumbled across it when I went to download something. It's currently 1:51 AM EST US... Take advantage if you're awake and you can.

D'oh! All it does is remove the timer, still only a single download per IP address. Damn your teasing Rapidshare! *shakes fist*

There was no waiting time between downloads, so if you've got a fast connection (which I don't) you'd be able to download a bunch of stuff in a row.

Well, they don't advertise it. They just do it. I suspect that last night was typical, it was still going after 2 AM EST. The slow time on their servers is probably around that time, I'd guess between 12 - 3 AM EST.
