What do you know, the game actually did install on the other version of Windows 98 that you mentioned.

i use the newest version of VMware Workstation and on this it works perfectly in win98 , tested it a few days ago

More information is needed. Such as what operating system are you trying to install on, what install method does it use (installshield etc). I can't think of any more right now, but I hope you get my point. Just searching for the error and title of the game does not yield any useful results.
