I think Meddle is referring to material that is possibly ripped from this release (regarding your first question) and, honestly, I don't know the definitive answer. I'm assuming this is the full download version with all the content intact - but I can also reckon it is the Windows Marketplace version, as the usual Steam files are not there, instead there is xliveinstall.dll and a GFWL installer - you'll probably need the Games For Windows Live emulator.

The download link is actually incorrect and is leading to Battlestrike: The Siege (BTS) whereas the folder and files should be called BTD. Anyway I'm currently fixing both uploads as well as the respective links.
