But I have Windows 98 SE
I have Win98 SE, and I've read that this game should have no difficulties with this OS. My problem is exactly this: when I start the game, it returns to the desktop with the message "Discworld out of memory".

How do I create a ccf file?
I've carefully followed the instructions contained in the CryptWiki, but the art of creating a crypt container file is yet obscure to me. Indeed, Cryptload let me only to open existing ccf files, not to crete new ones.
