I played this game between 1998 and 2002 I think.
It was like Star Trek New Worlds and used if not that engine one similar to it. http://en.wikipedia.org/wiki/Star_Trek:_New_Worlds
I was on a planet in charge of building the colony or base much like in New Worlds. Now and then you would get attacked by aliens and have to fight them either on foot with a gun or in flying craft - these flying ships If I remember right, did not fly very high.
The game switched between a first or third person view ( don't remember which but the ships were flown in first person) to the over head view that you needed to use to build your base and look around the large area.
Someone on another forum said it might be Incoming or Incoming forces but I have seen videos of these and I don't think they are it. Also, I don't think those games used a type of control scheme as I described.
In this game you had to use the over head view to build everything before you could use it.. for instance if you needed power, you had to build a power station. if you needed ships, you had to build the ship making plany and hangers etc.
If anyone can help me think of these games I'd surly appreciate it, I have been trying to find it for years.

Thanks ! but..I just saw some video of it and that's not it.. However the game was almost Exactly like this.. just a little more sci-fi-ish - the buildings were more sci-fi modern and the aliens were different.
It's so almost like the game I'm thinking of that I am going to get this and play it. My game was the only RTS type game I have ever played so I'm not up on that genre. So far though that's the closest anyone's ever come to helping me find this game and I'm sure I will enjoy this game just as much.
