It's fine to dig up an old thread. Especially if we might getting another working solution for this game. Unfortunately I don't have any tips for you on this, but perhaps others will help.

will dig out my box version and check it out on my pcs ... i knew back in the FKS days there was a recompiled version to work on new OS so , i have it also ...

I installed the 640x480/256-colors S3 driver in Win 3.1, and it seems to work fine - I've played a few minutes with it.
Download: http://ge.tt/7JRe8zR1/v/0
Go to Windows Setup, browse to the folder where the drivers are extracted, select S3, 640x480, 256 colors, accept overwriting the previous drivers, & mash the Enter bar to confirm as many times as necessary. Run Windows, run game, it works now.

So today I decided to revisit the problem, hopefully a couple days of cooling off could give me a fresh perspective. I was also trying to get Johnny Mnemonic to work, and I noticed a link to windows in that thread, which I had overlooked earlier in my haste. I was using some plain win3.1 copy I found elsewhere on the net, with very little video options. This one had a ton of video driver options, including the one Molitor mentioned. But more importantly than that, both Johnny Mnemonic and Noir are now working! I'm so excited, I don't even know which one to start with. But I wanted to come back and thank you guys for responding and for the efforts Molitor took. Thanks so much, folks.

I've heard that Johnny Mnemonic sucks (severely). Play it first and leave Noir for dessert.
