I don't have those parts anymore, but I have a repack that eliminates the huge size of the dvd with supposedly nothing cut -

It's known that there was one done, but unfortunately the publisher (nor means of distribution) is unknown - unlike District Wars which has an English release, but only by QUIXOT in India

I have the manual in English so I'm leaning towards opinion the game got released as well, but I'm not sure. gamecopyworld offers Blind Shot v1.0 [ENGLISH] No-DVD/Fixed EXE as well but as there is no group info, it may not be real release.

The archive for the so called "Blind Shot v1.0 [ENGLISH] No-DVD/Fixed EXE" on gamecopyworld is named "BlindShot_RU.7z". So it's probably not an English crack.
