Jpeg pictures Smaller ?

hi i want to make an avatar for my profile but the site tells me

must be less than 80 pixels wide and high
so how can i edit or reduce the pixel size for that image ?

any programms to do this ?

yep sure is mate - goto http://www.irfanview.com/ and download app and the plugins
