No luck so far. I'm using the Skidrow release with the 1.01 patch and the proper crack.
It goes black, a cursor shows for a sec and then black forever. I've been trying different compatibility modes but no luck so far.
I've seen in Youtube it works on Windows 7 64-bit.
I dont know what is the problem, i managed to run very old City Interactive games in Windows 10 64-bit, and even the first Mortyr without any problems.
It use DirectX 9 so i tried WineD3D, same behavior.

There's a 1.01a nocd available, maybe it fixes your problem.

It could be that Skidrow did not completely remove whatever protection was used and that may be why Windows 10 is refusing to play nice with it.
