RayStorm for PC installation problem

I was trying to install the upload of RayStorm that Meddie provided, but for some reason I keep getting a "Cannot verify 'Data.Cab'" error, even if I just copy the set-up files from the ISO, re-name the "data1.cab" file to "Data.Cab", and run the set-up.msi file from a different folder, it still gives me this error. Can anyone help with this, is really baffling that this installer isn't recognizing its own set-up files.

also a fine notion is , some games need your OS to be set in ENG or JPN region
