which tools/software can decrypt the“ .dat“ file of FarCry4？

I need decrypt the“ .dat“ files to make some MOD

we can see “sound.dat”（2.43GB）in the Far Cry 4\data_win32，I believe this file contains gun shot sound effect，I plan to make some new soundeffect

but I don't know which tools/software can decrypt it？

May some one give me useful information？

I try using extractor2.5，it do decrypt some wav and ogg files,but the rests are .ogm file,and my potplayer can not play them,what hell?

Far Cry 4 is not worth developing. It's not as good as 5 or 6, so I gave up on it and am now researching 5.
