Ok. Ive installed it on 2 computers now. And on both I reveive the same message after I followed all the steps...

DSETUP.DLL Not found. Reinstall blah blah.

What do I do?

I got the same problem.

Go to http://www.dll-files.com,download that missing file,copy to game directory and the game will start

Weird, I think DSETUP.DLL is a DirectX related DLL file. If you had DirectX 9 installed & the file seems missing, perhaps the game isn't too compatible with the latest DirectX. That happens sometimes.
