Does resident evil really use the quake 2 engine?

Not true at all!
First and foremost, Resident Evil came out in March 1996. Quake had yet to be released then. Quake 2 wasn't even a thought. Resident Evil started development when Doom II had just been released.
Also, reading the Wikipedia articles I don't see any word of "Quake" in them. Remember, Wikipedia is a site where any moron can shove a random guess as a fact in there without citation to have it spread as misinformation.

I checked an article for quake reference and found none, unless you mean non-english site. I completely disagree with your point. While, yes, sometimes bogus/incorrect/obsolete/biased data is being added on wikipedia, people are closely monitoring articles they are working on and most likely they would try to correct those malevolent edits as fast as possible. I think that wikpedia is one of the most important projects on the internet because it gives free access to all fields of collected knowledge to everybody on the net. No, the gamecube remake doesn't use Unreal Engine 2 at all either especially in December 2001. They're really "committed" to accuracy when the misinformation has been in there for 4 long years!
Then again, this is a series where more than half of its fan club not even being of age to play it, so seeing made up delusion shouldnt be surprising.
